Duties and Responsibilities of the Department:

• Legislative activity, preparation of drafts of relevant normative acts;
• Coordinating the relationship between the Parliament and the Ministry in the field of legislation and facilitating the exercise of the powers granted to the Parliamentary Secretary of the Ministry by the Law of Georgia on the Parliamentary Secretary;
• Reviewing of draft legislative and sub-legislative acts and other documents in the e-Government program in terms of compliance and expediency with the Constitution of Georgia and other normative acts with superior legal force and within the scope of the Department's authority, in agreement with the Ministry's leadership;
• Implementing the necessary measures to initiate the issues prepared at the Ministry to be discussed at the sitting of the Government of Georgia;
• Studying the necessity and perspectives of the development of separate fields of law, study and analysis of the legislation of the states, to carry out the necessary research in the process of legislative activity;
• Study of compliance of normative acts with the Constitution of Georgia and other normative acts with superior legal force; Preparation of specific proposals, conclusions and projects on the elimination of legal conflicts;
• Preparation of information on the fulfillment of the obligations of the Ministry provided by the legislative acts;
• Preparation of relevant conclusions and proposals for the implementation of the legislative tasks assigned to the Ministry by the Prime Minister of Georgia and the Government of Georgia;
• Administering the activities of the Interagency Coordinating Council for Private Law Reform, ensuring organizational and analytical support - participating in the activities of the Council and its working groups; Developing relevant proposals / recommendations for reforming certain areas of private law; Coordinating the activities of the parties involved in the private law reform process;
• Preparation of draft by-laws to be issued by the Minister, review of draft by-laws and by-laws prepared by a state sub-agency within the Ministry and legal entities operating in the sphere of governance of the Ministry, if necessary, amending them; and as a rule, to ensure their further development;
• Legal examination of draft normative acts subject to mandatory examination by law, determination of the compatibility of other draft normative acts submitted to the Department with normative acts with superior legal force;
• Approval of drafts of individual legal acts prepared in the Ministry;
• Review of legislative proposals of citizens and organizations-institutions;
• Exercising other powers granted by law and the Minister on the basis of the legislation, as well as based on instructions and separate tasks of the Minister and the Deputy Minister.
