Interagency Coordinating Council for Implementing Measures Against Torture, Inhuman, Cruel or Degrading Treatment or Punishment of Human Beings

In 2007, in order to strengthen the fight against torture, inhuman and degrading treatment, as well as to improve and coordinate the monitoring of relevant reforms, the Interagency Coordinating Council for implementing Measures against Torture, Inhuman, Cruel or Degrading Treatment or Punishment was established by the decree of the President of Georgia. The mandate and composition of the Council was updated by the Resolution No. 341 of 2017 of the Government of Georgia, which was amended in January 2017 by the Resolution No. 13.

The Interagency Council is chaired by the Minister of Justice of Georgia, and the International Public Law Department of the Ministry of Justice serves as the Council’s secretariat.

The main tasks of the Interagency Council are:

  • In order to effectively fight against torture, developing a state policy, periodically updating it and monitoring its implementation;
  • Monitoring the current situation in the field of fight against torture;
  • Facilitating the effective implementation of the functions defined for the relevant state bodies in the field of fight against torture, protection, assistance and rehabilitation of victims of torture and coordinating their activities;
  • Close cooperation with Georgian state agencies, non-governmental sector, international and local organizations working on the problems of human torture, inhuman, cruel or degrading treatment or punishment in the process of considering issues related to human torture, inhuman, cruel or degrading treatment and punishment. In addition, developing a joint proposals with them and presenting it to the Government of Georgia;
  • Promoting the activities of the national prevention mechanism created according to the optional protocol of 2002 of the 1984 Convention against "Torture and other cruel, inhuman or degrading treatment and punishment".

Action plans for the years 2008-2009, 2011-2013, 2015-2016, 2017-2018, 2019-2020, 2021-2022 were developed within the framework of the activities of the Interagency Council.

On February 16, 2021, the 2021-2022 action plan for combating human torture, inhuman, cruel or degrading treatment or punishment was approved at the meeting of the interagency Council.

The 2021-2022 action plan to combat torture includes 4 goals:

  • Strengthening of legal, procedural and institutional mechanisms to combat ill-treatment;
  • Facilitating effective detection of ill-treatment and timely, impartial and effective investigation of all complaints/allegations;
  • Protection and rehabilitation of victims of ill-treatment;
  • Strengthening education and raising public awareness about ill-treatment.
