Date of Birth: September 23, 1964

1990 – Graduated with honors from the Faculty of Law, Ivane Javakhishvili Tbilisi State University (TSU), specializing in Jurisprudence.

1989–1990 – Studied at the Faculty of State and Law, Friedrich Schiller University of Jena, Germany.

1990–1991 – Postgraduate studies at the Faculty of Law, TSU.

1992–1997 – Doctoral studies at the Faculty of Law, Humboldt University of Berlin; also served as a researcher at the Institute of Criminal Sciences.

1997 – Awarded the degree of Doctor of Law by the Humboldt University of Berlin.

1998–2001 – Member of the State Commission for Legal Reform; contributed to the drafting of the Criminal Code of Georgia.

1998-2005 - Paid study visits to the German Academy of Judges (Wustrau), the Academy of European Law (Trier), the Federal Constitutional and Supreme Courts of Germany, the Supreme Court of Switzerland, and international and European courts.

December 2004 - Participated in the 5th International Conference of Presiding Judges of the World Courts (Lucknow, India).

1999-2001 - Participated in the TACIS-EU project of the European Union as an expert on judicial training issues.

1999-2006 - held the position of a judge of the Criminal Chamber of the Supreme Court of Georgia, and in 2000-2005, he was the Chairman of the same Chamber and Deputy Chairman of the Supreme Court.

2001-2003 - he was an expert of the International Committee of the Red Cross on the compliance of Georgian legislation with the Statute of the International Criminal Court (Rome Statute) and the implementation of the Rome Statute (in collaboration with German Professor Klaus Kress).

2002 - Conducted scientific research in international criminal law at the Max Planck Institute for Foreign Affairs and International Criminal Law (Freiburg).

2001-2004 - headed the working group of the Interagency Commission for the Institutional Reform of the Security and Law Enforcement System, which developed the draft Criminal Procedure Code.

2003-2010 - Was on scientific visits to the Universities of Berlin, Jena and Basel.

2006-2011 - Participated in a criminal law scientific project implemented in cooperation with the Friedrich Schiller University of Jena and the Humboldt University of Berlin.

2005-2008 - Associate professor at the Faculty of Law of Ivane Javakhishvili Tbilisi State University.

2007-2012 - Professor at the School of Law of the University of Georgia and the head of the Criminal Law Department of the same school.

2008–2009 - Scientific Director of the Shota Rustaveli National Science Foundation’s research project “For the Development of European Criminal Justice in Georgia”.

2008 - Participated in the Georgian-European Economic Policy and Legal Advisory Center (GEPLAC)’s assessment of the compliance of Georgian legislation with EU framework decisions.

2011–2013 - Worked at the scientific institutes of the law faculties of the Humboldt University of Berlin, the Friedrich Schiller University of Jena and the University of Cologne, as a visiting professor, with a research scholarship from the Alexander Humboldt Science Foundation.

2012 - Member of the Interagency Council for the Implementation of the Criminal Justice Reform of Georgia.

2013–present – Professor at the Faculty of Law, TSU and the School of Law, Grigol Robakidze University.

August 5, 2013 – Appointed Director, Institute of Comparative and Transnational Criminal Law, TSU. He lectures in criminal law, international and European criminal law.

March 2015 – Elected by Parliament as Member of the Constitutional Court. On March 30 of the same year, from the day of taking the oath, he began to exercise the powers of a judge.

November 2, 2016 – Elected Secretary of the Constitutional Court by the Plenum of the Constitutional Court.

January 12, 2018 – Elected Deputy Chairman and Chairman of the First Collegium.

June 25, 2020 – Elected Chairman of the Constitutional Court of Georgia by the Plenum of the Constitutional Court of Georgia.

March 2025 – Completed a 10-year judicial term.

April 28, 2025 – Appointed Deputy Minister of Justice of Georgia.
