Interagency Coordinating Council for Combating Human Trafficking
On the basis of Article 10 of the Law of Georgia "on Combating Human Trafficking", in order to implement an effective and coordinated policy to combat trafficking in human beings, the Interagency Coordinating Council for the Implementation of Measures Against Human Trafficking has been established in 2006 (hereinafter - the Coordinating Council). The Regulation of the Coordinating Council established by the Decree No. 534 of the President of Georgia dated September 1, 2006 was re-approved by the N281 Decree of the Government of Georgia dated April 10, 2014.
The main tasks of the Coordinating Council are:
- Facilitating the effective implementation of the functions defined for the relevant state bodies in the field of preventing human trafficking, fighting against it and protecting, assisting and rehabilitating victims of human trafficking and coordinating their activities;
- Developing proposals for an effective fight against human trafficking and eliminating the causes contributing to this crime and submitting them to the Government of Georgia for consideration;
- In the process of discussing issues related to human trafficking, close cooperation with Georgian state agencies, the non-governmental sector, international and local organizations working on trafficking problems, as well as the development of joint proposals to be submitted to the Government of Georgia;
- Monitoring of the current situation in the field of combating human trafficking.
Content and administrative support of the Coordinating Council is provided by the Secretariat of the Coordinating Council, whose functions are performed by the International Public Law Department of the Ministry of Justice of Georgia.
The Coordinating Council is chaired by the Minister of Justice of Georgia, and its members include: the Minister of IDPs from the occupied territories of Georgia, the Minister of Labor, Health and Social Protection; the Prosecutor General of Georgia; the Deputy Minister of Internal Affairs of Georgia; the Deputy Minister of Education and Science of Georgia; the Deputy Minister of Economy and Sustainable Development of Georgia; the Deputy Minister of Foreign Affairs of Georgia, the Head of the Secretariat of the Government of Georgia for Human Rights Protection; the Parliamentary Secretary of the Government of Georgia; the Director of the State Care and Assistance Agency for Victims of Human Trafficking and the Public Defender of Georgia. The representatives of the majority and minority of the Parliament of Georgia were asked to participate in the work of the Coordinating Council; as well as, representatives of Council of Europe in Georgia, EU Delegation in Georgia, US Embassy, US Agency for International Development, United Nations Children's Fund, International Organization for Migration, International Center for Migration Policy Development, Young Lawyers’ Association of Georgia, Tanadgoma, the Civil Development Agency and the National Network for Protection from Violence.
