Within the framework of the 16th session of the UN Committee of Experts on Global Geospatial Information Management (UN-GGIM), Deputy Minister of Justice of Georgia Tamar Zodelava held a series of high-level bilateral meetings.

During a meeting with representatives of the Netherlands Agency for Cadastre, Land Registration and Cartography (Kadaster), the parties discussed ongoing reforms in Georgia and the Netherlands, with particular emphasis on digital transformation in land administration and geospatial information management.

The discussions highlighted that, drawing on their extensive experience and successful reform efforts, Georgia and the Netherlands are well positioned to jointly provide expert support to other countries and to contribute actively to the development of international guidance documents and methodological recommendations, including the Framework for Effective Land Administration (FELA), through relevant UN working groups.

The parties also explored opportunities to further strengthen bilateral cooperation, implement joint projects, and expand their engagement in global initiatives related to land administration and geospatial information management.

The meeting also reviewed the implementation of the Memorandum of Understanding signed in 2025 between Georgia's National Agency of Public Registry and the Netherlands Agency for Cadastre, Land Registration and Cartography. The memorandum provides a framework for the exchange of expertise and best practices, cooperation in research, development and innovation, and the implementation of joint initiatives. The parties positively assessed the progress achieved to date and reaffirmed their commitment to further expanding cooperation under the memorandum.

The meeting was also attended by Elene Grigolia, Manager of the World Bank's Sustainable Agriculture, Irrigation and Land (GRAIL) Project Subcomponent "Improving Land Administration Services and Creating Digital Governance Infrastructure," and Tamta Chanturia, Head of the Lawmaking Service of the Legal Department of the National Agency of Public Registry.

An interagency working meeting on the development of state services was held today.

The participants, together with the Deputy Ministers of Justice, the Deputy Head of the Government Administration, the Deputy Ministers of Defense and of Economy and Sustainable Development, as well as the heads of departments from various ministries and LEPLs within their respective systems, discussed the policy documents that define the future development of state services. These documents set out a long-term vision for improving and modernizing public service delivery.

The meeting was opened by First Deputy Minister of Justice Beka Dzamashvili and Deputy Ministers Giorgi Dgebuadze, Lana Morgoshia, and Tamar Zodelava.

Participants also discussed the involvement of relevant state agencies in the next stages of developing the strategy and action plan.

The strategy prioritizes the planning and implementation of user-centered, technology-driven services that will make public services simpler, faster, and more accessible to citizens.

The State Services Development Agency will coordinate and monitor the implementation of the strategy.

The document was developed at the initiative of the Minister of Justice and draws on international best practices, including the experience and recommendations shared during the UN Public Services Forum, held in Tbilisi in June 2026.
