Paata Salia Discusses Cooperation on Innovation and Digital Governance with UAE Minister of State for Foreign Affairs

Minister of Justice Paata Salia met with the Minister of State for Foreign Affairs of the United Arab Emirates, Saeed bin Mubarak Al Hajer, to discuss cooperation in the fields of innovation and digital governance. The parties explored opportunities for further strengthening bilateral relations.

During the meeting, Paata Salia presented Georgia’s ongoing reforms. He highlighted the Ministry of Justice’s introduction of an innovative Smart Contract service, which enables Georgian citizens to conduct real estate transactions remotely from anywhere in the world. The service incorporates secure digital signatures, integrated mortgage solutions, payment processing, and electronic title registration. Plans are underway to expand the platform to include remote business registration and additional advanced digital services.

The parties also recalled the productive visit conducted last fall, as well as the memorandum signed earlier this year with PRYPCO Technologies. The memorandum provides for cooperation in implementing advanced technologies in the real estate sector, including real estate tokenization—the conversion of physical assets into digital units.

The meeting was attended by First Deputy Minister of Justice Beka Dzamashvili and Head of the Department of International Relations and Legal Cooperation Ketevan Sarajishvili.

The 2026 UN Public Service Forum Concludes in Tbilisi

The results of the Forum were summarized by the Minister of Justice of Georgia, Paata Salia, and the UN Under-Secretary-General for Economic and Social Affairs, Li Junhua.

“Over the past few days, we have discussed the core issues shaping modern public governance and defining its future. These include digital transformation, innovation, transparency, inclusiveness, and improved access to public services. Sharing experiences in these areas will contribute to the sustainable development of public services,” said Paata Salia.

The Minister of Justice thanked participants for their contributions to the success of the event and noted that hosting the UN High-Level Public Service Forum in Tbilisi represents international recognition of the reforms Georgia has successfully implemented over the years.

The Forum concluded with an award ceremony recognizing the best innovative projects aimed at improving access to public services.

The awards were presented by the Minister of Justice of Georgia, Paata Salia, and the UN Under-Secretary-General for Economic and Social Affairs, Li Junhua. In total, 12 winning projects were selected across four categories from among 700 innovative projects submitted by participants from 62 countries.

The UN Public Service Forum was held in Georgia for the first time, organized by the Ministry of Justice.
