The Minister of Justice of Georgia, Paata Salia, together with President Mikheil Kavelashvili, Prime Minister Irakli Kobakhidze, Parliament Speaker Shalva Papuashvili, Tbilisi Mayor Kakha Kaladze, and other members of the executive and legislative branches, visited the Mukhatgverdi Brothers’ Cemetery to pay tribute to the memory of the heroes who lost their lives in the Russia-Georgia War.

Eighteen years have passed since Russia’s military intervention in Georgia. The Ministry of Justice continues to defend Georgia’s interests before international courts and is working to strengthen the legal basis for the country’s further de-occupation.

In this regard:

Two interstate cases against Russia, as well as approximately 3,300 individual applications concerning the August 2008 war, lodged with the European Court of Human Rights by residents of the Tskhinvali region in coordination with Russia, have been successfully concluded in Georgia’s favor. As a result, Russia was held responsible for numerous violations of human rights committed during the 2008 war and the subsequent occupation;

The International Criminal Court (ICC) has completed its investigation into the Russia-Georgia War. The Court has issued arrest warrants for three individuals accused of committing crimes against the Georgian population.

Deputy Minister of Justice of Georgia Tamar Zodelava is participating in thematic sessions and discussions held as part of the 16th Session of the United Nations Committee of Experts on Global Geospatial Information Management (UN-GGIM).

As part of the session, Georgia expressed its support for the further development of the Framework for Effective Land Administration (FELA), as well as the establishment of an Effective Land Administration Hub. The initiative aims to facilitate the exchange of knowledge, experience, and best practices among countries and contribute to strengthening land administration systems worldwide.

Drawing on its substantial experience and expertise in land administration and geospatial information management, Georgia also expressed its readiness to join the newly established UN Expert Group on Land Administration and Management (EG-LAM). The group contributes to the development of land administration policies, key approaches, and global development priorities.

Georgia’s participation in the group will provide an opportunity to share the country’s experience and expertise in support of the achievement of the UN Sustainable Development Goals and the development of the global agenda in the field.

Georgia’s participation in the 16th Session of UN-GGIM further underscores the country’s growing contribution to international efforts in land administration and geospatial information management. It also strengthens opportunities for sharing Georgia’s expertise internationally and deepening cooperation in these areas.

A competition has been announced to select Georgia’s candidate for membership in the Council of Europe Group of Experts on Action against Trafficking in Human Beings (GRETA), in accordance with the rules approved by Order No. 1228 of the Minister of Justice of Georgia on 5 August 2026.

The Council of Europe Group of Experts on Action against Trafficking in Human Beings (GRETA) is an independent expert body within the Council of Europe system responsible for monitoring the implementation of the Council of Europe Convention on Action against Trafficking in Human Beings. In carrying out their functions, GRETA members act independently and impartially.

Following the competition, the candidate nominated by Georgia will participate in the election of GRETA members, which will take place on 27 November 2026 during the 39th meeting of the Committee of the Parties to the Council of Europe Convention on Action against Trafficking in Human Beings.

Within the framework of the 16th session of the UN Committee of Experts on Global Geospatial Information Management (UN-GGIM), Deputy Minister of Justice of Georgia Tamar Zodelava held a series of high-level bilateral meetings.

During a meeting with representatives of the Netherlands Agency for Cadastre, Land Registration and Cartography (Kadaster), the parties discussed ongoing reforms in Georgia and the Netherlands, with particular emphasis on digital transformation in land administration and geospatial information management.

The discussions highlighted that, drawing on their extensive experience and successful reform efforts, Georgia and the Netherlands are well positioned to jointly provide expert support to other countries and to contribute actively to the development of international guidance documents and methodological recommendations, including the Framework for Effective Land Administration (FELA), through relevant UN working groups.

The parties also explored opportunities to further strengthen bilateral cooperation, implement joint projects, and expand their engagement in global initiatives related to land administration and geospatial information management.

The meeting also reviewed the implementation of the Memorandum of Understanding signed in 2025 between Georgia's National Agency of Public Registry and the Netherlands Agency for Cadastre, Land Registration and Cartography. The memorandum provides a framework for the exchange of expertise and best practices, cooperation in research, development and innovation, and the implementation of joint initiatives. The parties positively assessed the progress achieved to date and reaffirmed their commitment to further expanding cooperation under the memorandum.

The meeting was also attended by Elene Grigolia, Manager of the World Bank's Sustainable Agriculture, Irrigation and Land (GRAIL) Project Subcomponent "Improving Land Administration Services and Creating Digital Governance Infrastructure," and Tamta Chanturia, Head of the Lawmaking Service of the Legal Department of the National Agency of Public Registry.
