State Commission on Migration Issues
The State Commission on Migration Issues was established on October 13, 2010, based on the Resolution N314 of the Government of Georgia. It is an advisory body of the government that discusses and makes decisions on various topical issues related to migration management. The Commission, which unites 9 state agencies, is chaired by the Ministry of Justice, and co-chaired by the Ministry of Internal Affairs.
During its existence, the commission has become the main platform for discussing issues related to migration and an effective tool for coordinating the competences distributed among different agencies. For this purpose, analytical and administrative support to the Commission is provided by the Secretariat operating with the support of the European Union in the State Services Development Agency of the Ministry of Justice of Georgia.
In order to operate activities in different directions, thematic groups have been formed within the Commission, which work on strategic, legislative and research areas, reintegration-integration issues, reduction of statelessness, migration data processing and risk analysis. In addition, in March 2021, a cooperation agreement was signed between the European Commission and Georgia, by virtue of which Georgia was granted observer status in the European Migration Network. At the national level, the network's contact point is the Secretariat of the Governmental Commission on Migration.
At the same time, in order to provide the commission with additional expertise and to develop the format of cooperation, in 2013 international and non-governmental organizations working on migration issues were granted consultative status in the Commission. They actively cooperate with the Secretariat of the Commission, which significantly contributed to the elimination of thematic overlaps and targeted management of existing resources.
