An exhibition titled “Saint Nino – the Enlightener of Georgia” has opened at the exhibition pavilion of the National Archives of Georgia, commemorating the 1700th anniversary of the declaration of Christianity as the state religion of Georgia in the 4th century.

The opening ceremony was attended by the Minister of Justice of Georgia, Paata Salia, and the Director General of the National Archives, Teona Iashvili.

The exhibition features photographs taken during National Archives expeditions conducted both in Georgia—including Tbilisi, Tsalenjikha, Sepieti, Bochorma, Vardzia, Lake Paravani, Bodbe, Shiomghvime, Gelati, Ujarma, Mtskheta, and Satkhe—and abroad, in Azerbaijan and Turkey. These materials are related to the life and activities of Saint Nino in Georgia. The exhibition also presents manuscripts connected to the conversion of Kartli (including gulani and collections of historical works), historical documents such as deeds donated to the Bodbe Monastery in the name of Saint Nino, and photographic materials preserved in the National Archives.

The frescoes documented during the expeditions date from the 11th to the 17th centuries, while the manuscripts and historical documents date from the 16th to the 18th centuries.

The aim of the exhibition is to introduce the general public to unique visual and archival materials reflecting the history of the Christianization of Georgia and to highlight the profound significance of this epochal event in the spiritual, cultural, and state development of the Georgian nation.

As part of the event, a brochure dedicated to Saint Nino was presented. In addition, the National Archives is currently producing a documentary film about Saint Nino, which will be made available to the public throughout the year. The topic will also be central to the 11th International Scientific Conference of the National Archives, “Archival Studies and Source Studies: Trends and Challenges,” where Georgian and international scholars will present their latest research on the Christianization of Georgia. Held annually since 2016, the conference promotes new scholarly research, strengthens academic cooperation, and fosters closer ties between Georgian and foreign researchers.

The exhibition opening was also attended by Deputy Ministers of Justice, representatives of the Georgian Patriarchate, the Chairman of the Government of Abkhazia, Giorgi Jincharadze, the Minister of Justice of Abkhazia, Aliona Chkhotua, and representatives of cultural and educational institutions.

Tamar Zodelava has been appointed Deputy Minister of Justice.

Tamar Zodelava is a lawyer by profession. She received her education at Ivane Javakhishvili Tbilisi State University, the German University of Administrative Sciences Speyer, and the University of Bremen. She has many years of experience working with international organizations and state institutions. At various times, she served as a project manager for the German Society for International Cooperation (GIZ).

Prior to her appointment as Deputy Minister, she served as Chairperson of the LEPL State Grants Management Agency.

The European Court of Human Rights has delivered its judgment in the case Jashi v. Georgia, fully endorsing the legal position of the Ministry of Justice and declaring the applicant’s complaints inadmissible as manifestly ill-founded.

The case concerned events that occurred between 2016 and 2021 and stemmed from a complaint lodged by Ketevan Jashi, a university professor who had been dismissed from her position. The applicant alleged that a domestic court decision in her favor, ordering her reinstatement to her previous post, had not been enforced at the national level.

Having examined the circumstances of the case, the Strasbourg Court unequivocally confirmed that the national courts and the National Bureau of Enforcement acted with due diligence and took all necessary measures to ensure the enforcement of the final judgment. The Court also noted that, during the enforcement process, the applicant was offered a reasonable alternative solution, which she declined.

Today’s judgment of the Strasbourg Court confirms that the proceedings conducted by the national courts and the National Bureau of Enforcement were fully in line with the requirements and standards of the European Convention on Human Rights.

To promote the introduction of cutting-edge technologies in the real estate sector, Minister of Justice Paata Salia has signed a Memorandum of Cooperation with PRYPCO Technologies, one of the world’s leading real estate technology companies.

The memorandum establishes a framework for cooperation in the field of real estate tokenization, which involves transforming physical real estate assets into digital units.

The initiative aims to stimulate investment in the real estate sector and, in compliance with Georgia’s current legislation, to implement secure, transparent, and innovative mechanisms related to private property rights.

The memorandum was signed during the official visit of the Georgian government delegation to the United Arab Emirates, led by the Prime Minister of Georgia.

During the introductory meeting, Deputy Ministers of Justice Beka Dzamashvili, Lana Morgoshia, and Giorgi Dgebuadze briefed the delegation on the key reforms implemented in the justice sector, as well as the strategic priorities of the Ministry.

The delegation expressed particular interest in the concept of the Public Service Hall and the experience of the Ministry of Justice of Georgia in introducing modern technologies, including the development of digital governance and the delivery of state services. The discussion also covered reforms of the land registration system, business-oriented services, and alternative dispute resolution mechanisms.

Following the meeting, the delegation of the Republic of Botswana will familiarize itself with Georgia’s state service delivery model at the central branch of the Public Service Hall.

Minister of Justice of Georgia Paata Salia held a meeting with the Ambassador of the United Kingdom of Great Britain, Gareth Ward, to discuss prospects for future cooperation in the field of justice.

The introductory meeting focused on the Ministry of Justice’s priority areas, including human rights protection mechanisms, state service delivery policy, reforms of the penitentiary and probation systems, as well as the integration of digital governance and innovative solutions into the Ministry’s activities.

The Minister thanked the British Ambassador for the visit and expressed his readiness to further deepen bilateral cooperation in the field of justice.

The meeting was also attended by Deputy Minister of Justice of Georgia, Beka Dzamashvili and the Political and External Relations Secretary at the British Embassy, Jess Duckworth.

Deputy Ministers of Justice discussed prospects for deepening cooperation with Japanese parliamentary delegation.

Lana Morgoshia and Giorgi Dgebuadze presented the priorities and key areas of activity of the Ministry of Justice to the Head of the Japan–Georgia Parliamentary Friendship Group, Karen Makishima, and other members of the delegation.

Given the delegation’s interest, particular attention was paid to the reforms implemented to enhance the accessibility of public services and to introduce digital governance.

The Georgian side expressed its readiness to share experience in the field of technological innovation and voiced hope that there are further opportunities to deepen cooperation between the two countries in this area.

The meeting was also attended by Head of the International Relations Department of the Ministry of Justice, Mariam Bregadze; Chair of the State Services Development Agency Rusudan Kokhodze; Head of the National Agency of Public Registry, Davit Devidze; Chair of the Public Service Hall, Vakhtang Zhvania; and Chair of the Digital Governance Agency, Davit Nadirashvili.

As part of its visit to Georgia, the Japanese delegation will visit the central branch of the Public Service Hall in Tbilisi today to become acquainted with the service delivery concept and the procedures for providing public and private services.

Minister of Justice of Georgia Paata Salia is participating in the Annual Ambassadors’ Conference organized by the Ministry of Foreign Affairs of Georgia.

As part of the conference, a working session titled “Diplomacy in the Service of the Country’s Defense and Security” was held, attended by Minister of Foreign Affairs Maka Bochorishvili, Deputy Minister of Foreign Affairs Lasha Darsalia, Vice Prime Minister and Minister of Defense of Georgia Irakli Chikovani, Minister of Internal Affairs Geka Geladze, and State Minister for Reconciliation and Civil Equality Tea Akhvlediani.

During the conference, the Minister of Justice presented the key results of the Ministry of Justice’s activities and outlined its main priority areas to the participants of the 2025 Ambassadors’ Conference.

Addressing progress in the field of human rights protection, Paata Salia highlighted the successful reform of the penitentiary system, the significant reduction in the number of cases filed against Georgia before the European Court of Human Rights, and the positive trend in the execution of court judgments.

Regarding legal security, the Minister emphasized the importance of effectively protecting the state’s interests in international arbitrations and foreign courts, as well as further strengthening cooperation with partner countries.

Paata Salia also briefed diplomats on the initiatives implemented and planned in the area of digital governance, including the active introduction of innovative solutions and new technologies. He drew particular attention to the UN Public Service Forum, which Georgia will host in June 2026, underscoring the importance of engagement by embassies and diplomatic missions in raising international awareness of the event.

The Annual Ambassadors’ Conference will continue in a sessional format for four days.

The European Court of Human Rights has published its decision in the case Vequa v. Georgia, declaring part of the applicant’s claims inadmissible and finding no violation of the European Convention with respect to the remaining complaints.

The applicant alleged that administrative proceedings conducted between 2017 and 2022 violated the right to property and the presumption of innocence.

The Court fully endorsed the legal position presented by the Ministry of Justice, together with the supporting evidence, and concluded that the applicant’s presumption of innocence had not been breached. As regards the alleged violation of the right to property, the Strasbourg Court declared this part of the application inadmissible.

The Court’s judgment confirms that the national courts conducted the proceedings in full compliance with the standards of the European Convention.
