Ministry of Justice of Georgia Approves 2023 Action Plan for the Protection of Rights of Persons with Disabilities

The 2023 action plan consists of 4 goals, 7 tasks and 39 activities. It is an action plan for fulfilling the obligations imposed by the Law of Georgia on the Rights of Persons with Disabilities.

The purpose of the action plan is to ensure the further harmonization of Georgian legislation with the provisions of the UN Convention on the Rights of Persons with Disabilities and to increase the accessibility of the infrastructure, and services of the Ministry, as well as agencies in its system, for persons with disabilities.

The third action plan in a row was approved by the order of the Minister of Justice of Georgia on April 28. The Analytical Department of the Ministry developed the document. Representatives of public law legal entities and state sub-departmental institutions operating in the sphere of governance of the Ministry participated in the process. The working version of the document was submitted for opinions to the Advisory Council of the Ministry of Justice of Georgia working on the issues of disabled persons, which includes representative organizations of disabled persons, non-governmental organizations and representatives of the disabled community. Most of the received recommendations were reflected in the action plan.

European Union Integration Committee of the Georgian Parliament Supports the Draft Law Developed by the Ministry of Justice Concerning the Process of Approximation of Georgian legislation with EU Law

The purpose of the legislative change is to effectively coordinate the process of approximation of Georgian legislation with EU law, which is especially important after Georgia's adoption of the European perspective.

As a result of the amendment to the Organic Law of Georgia on Normative Acts, if the project is developed in order to bring it closer to the EU legal act, the conclusion of the Ministry of Justice of Georgia on compliance with EU law will become binding on the draft laws submitted by the Government of Georgia to the Parliament of Georgia; as well as on drafts of normative acts of the Government of Georgia and some other sub-legal normative acts.

In addition, the receiving/issuing body of the normative act, whose normative act will not be subject to mandatory legal examination, will be authorized to submit the draft of the normative act to the Ministry of Justice of Georgia for a legal opinion of a recommendatory nature regarding its compliance with the legal act of the European Union.

At the committee discussion, it was noted that the adoption of the presented legislative change will be another important step taken by the country towards European integration.

Georgia Wins Another Historic Victory Against Russia at the Strasbourg Court

After a thorough analysis of the evidence of violations committed by Russia against the population of Georgia in the August 2008 war, on January 20, 2022, the Government of Georgia submitted a complex legal position and evidence to the European Court of Human Rights (ECHR) regarding the compensation of the affected persons.

The ECHR ordered the Russian Federation to pay up to 130 million euros for the benefit of up to 24,000 Georgian citizens who suffered during the war.

The decision enforcement procedure will continue in the Committee of Ministers of the Council of Europe, and after Russia pays the compensation, the money will be distributed to the victims.

The Ministry of Justice of Georgia thanks the state agencies involved in the collection of evidence.

The Government of Georgia will continue to actively protect the interests of the state in international courts, and the public will be constantly informed about this.

State Commission on Migration Issues Holds Its 31st Session

The session was chaired by Minister of Justice, Rati Bregadze. The meeting participants discussed the amendments to the Georgian law on labor migration and for compatriots living abroad and diaspora organizations.

The indicated issues represent the important directions of one of the mechanisms of the integration process of Georgia with the European Union - the migration strategy of Georgia for 2021-2023.

Representatives of partner international organizations (EU Delegation, the International Organization for Migration, the International Center for Migration Policy Development, the German Society for International Cooperation, UN High Commissioner for Refugees) participated in the discussion of legislative changes together with the member state agencies of the Commission.

The State Commission on Migration is a deliberative body of the government that deliberates and makes decisions on various topical issues related to migration management. The commission, which unites 9 state agencies, is headed by the Ministry of Justice.

Minister of Justice Meets Ambassador of France to Discuss the Initiatives for Deepening the Sectoral Cooperation

Rati Bregadze introduced to French Ambassador to Georgia, Sheraz Gasri the main activities of the Ministry of Justice and the ongoing reforms under the agency's leadership. The conversation touched on projects such as: creation of an electronic platform for approximation of Georgian legislation with EU law; Innovations in the field of service delivery - the Mobile Public Service Hall, delivery of services by digital means; Also, the implementation of the online university, the implementation of the sports management system, and the ongoing projects in the penitentiary system in the direction of the rehabilitation and re-socialization of convicts.

At the meeting with the Ambassador, the Minister of Justice expressed concrete initiatives to deepen the cooperation between Georgia and France in the field of justice. Among them are: holding a Georgian-French legal forum, signing a memorandum between the Ministries of Justice of the two countries, and organizing employee trainings, exchange programs and joint trainings.

Deputy Minister of Justice Beka Dzamashvili attended the meeting between the Minister of Justice and the Ambassador of France.

Minister of Justice Holds a Meeting with Newly Elected Public Defender

Rati Bregadze wished success to Levan Ioseliani on the post of the ombudsman and expressed hope for close and fruitful cooperation with the Public Defender's Office.

The parties discussed the main directions of cooperation, the goal of which is to further increase the quality of human rights protection in the country.

The conversation also touched on the judgment of the Strasbourg Court, according to which the interstate application in the case Georgia v. Russia (IV) was declared fully admissible by the court. The leadership of the Ministry of Justice provided detailed information to the Ombudsman's Office about what other steps the agency plans to take to protect the sovereignty of the country and the rights of the population living along the occupation line.

Protection of human rights is one of the priorities of the Ministry of Justice. In this direction, the agency is ready for close cooperation with the Public Defender of Georgia, as well as with all international and local organizations.

The meeting between Rati Bregadze and Levan Ioseliani was attended by the deputies of the Minister of Justice and the Public Defender, as well as Head of the Special Penitentiary Service, Nika Tskhvarashvili.
