Rati Bregadze: "The Justice System Is a Clear Manifestation of How the State Cares About Strengthening the Role of Women in Society"

The international conference - Women in the Law-Enforcement - opened today in Tbilisi. The event is organized by the US State Department's International Bureau of Anti-Narcotics and Law Enforcement Programs (INL), the International Organization for Migration (IOM) and the US Embassy.
US Ambassador to Georgia, Kelly Degnan, representatives of the Ministry of Justice, Ministry of Internal Affairs and law enforcement agencies of more than 20 different countries are participating in the event.
Rati Bregadze spoke at the conference about the role and importance of a female lawyer in the field of law enforcement. The Minister noted that gender equality, women's empowerment and prevention of violence against women are strong foundations for ensuring the rule of law and sustainable development of the country.
"Our agency is one of those exemplary institutions where the representation of women in leadership positions is quite balanced. About 60% of the persons employed in managerial positions in the system of the Ministry are women", said Minister of Justice, Rati Bregadze.

The New Penal Code Developed by the Ministry of Justice Is Discussed in the First Reading in the Health Protection and Social Affairs Committee
The new Penal Code was the subject of active discussion in the format of the inter-agency group under the Ministry of Justice (Parliament of Georgia, relevant ministries, State Security Service, Prosecutor's Office of Georgia, Office of the Public Defender, the Special Investigation Service) and the scientific-consultative council.
">Deputy Minister of Justice, Tornike Cheishvili presented today at the committee hearing the planned changes to the penal legislation. The legislative initiative aims to codify the legislation in the field of penal law.
The Penitentiary Code will improve the working conditions of the employees of the Special Penitentiary Service and the legal status of persons in penitentiary institutions, including:
- The defendant will be granted the right to a lengthy appointment;
- All kinds of dating will become completely free;
- Except for high-risk convicts, everyone will have the right to receive higher education;
- The living conditions of accused and convicted persons will be equalized;
- All units of the penitentiary service will be given a special status, which will equalize and improve the conditions of employees;
- the circle of persons with special rank will be expanded;
In addition to the official and rank salary, the employees will receive a supplement for years of service.
At the first stage of the legislative reform, the Ministry carried out a critical analysis of the currently valid Prison Code and the Law of Georgia "on Special Penitentiary Service". Both the structure of the Code and its content were revised.

Course of Erudition" - a Project Intended for Re-socialization of Prisoners Is Underway
"Erudition Course" is the winning program of the grant project of the Ministry of Justice. The course is built on the components of literacy and cognition and includes lectures, discussion of literary works, study of biographies of famous personalities, presentations. The course is aimed at the development of analytical thinking, the ability to evaluate events, the formation of critical thinking and rational views on moral and controversial issues. The coordinator of the course is Giorgi Gogelia, the founder of the erudition center "Sofix" and the author of intelligence development programs.
The Ministry of Justice annually announces grant competitions for strengthening civil involvement in the agency's activities. Last year, the Agency funded best 17 projects. Representatives of the Ministry of Justice regularly monitor and support the progress of the funded projects.

Head of State Representation Department in the International Courts of the Ministry of Justice, Nino Nikolaishvili spoke to the audience about the historical consequences of the August 2008 war and ongoing disputes.
It was noted at the meeting that after the Ministry of Justice fully defended Georgia's sovereignty and defeated the Russian Federation in Strasbourg and Hague courts, active work will be carried out to effectively enforce international courts’ decisions.
At the end of the lecture, Nino Nikolaishvili answered the questions of the attendees.
The Security School is supported by the British Government. Its partners are the Training Center of Justice of Georgia and the Ministry of Education and Science of Georgia.

Minister of Justice Rati Bregadze Discusses the Current Projects, Achieved Results and Challenges with the Employees of the Offices of the Ajara Region
The meeting was attended by employees of the State Services Development Agency, the Public Service Hall, the National Public Registry Agency, the National Archive, and the National Bureau of Enforcement.
">The Minister of Justice and Deputy Minister, Erekle Gvinianidze attended today the meeting held at the Batumi Public Service Hall. The conversation mainly touched on the activities planned to increase the availability of services.
From the part of the employees, it was noted that the opinions expressed at the previous meeting have been taken into account, and the challenges have been resolved. The material and technical base has been updated and the salaries of the employees have been equalized.

Rati Bregadze Continues Meetings with Employees of the Regions
The Minister of Justice held a meeting today with the employees of the Ozurgeti and Kobuleti Public Service Halls, the State Services Development Agency, the National Public Registry Agency and the National Archives and got acquainted with their needs on the spot. The Minister also talked to the employees of the regional office of the Chamber of Notaries and discussed with them the current innovations throughout the Ministry.
Rati Bregadze continues meetings the employees of the regional office in Western Georgia. The Minister already visited the Kutaisi Public Service Hall, where he talked to the employees about the progress achieved in the Agency.
Continuous improvement of existing services in the system of the Ministry of Justice and increase of access to services remains one of the priorities for the Ministry of Justice. For this purpose, the agency will intensively implement the development of innovative technologies and the construction of Public Service Halls in 2023.
Penitentiary institution of the highest European standards Opens in Georgia
Laituri Penitentiary No. 1 is undergoing final interior design works. Minister of Justice, Rati Bregadze, Deputy Minister, Erekle Gvinianidze and Head of the Special Penitentiary Service, Nika Tshvarashvili got acquainted today with the working process on the spot.
Laituri prison is a small penitentiary and is designed for about 700 prisoners.
Ensuring the highest standards of human rights protection and the living conditions of convicts/accused in Georgia, as well as constant care for the working environment of the employees of the Special Penitentiary Service, is one of the main priorities of the Ministry of Justice. The new Laituri penitentiary also serves this purpose. It is fully tailored to the needs of both accused/convicts and facility staff.
Laituri Penitentiary will be opened this year, where 500 people will be employed, including local residents.
